TECNALIA analyses climate change vulnerability and risks of Basque Country energy system

The aim is to increase energy sector resilience

The energy sector, which plays a vital role in the economy of the Basque Country, may be severely impacted by climate change throughout its whole value chain. Accordingly, TECNALIA has conducted a study on how to increase its resilience to climate change, suggesting possible specific adaptation measures.

The study first of all identifies the elements that make up the energy system and the climate threats they are exposed to, subsequently analysing their vulnerability and associated risks. Finally, based on the findings, possible adaptation measures to increase the resilience of the sector are proposed.

The future evolution of variables including regulation, technology, funding and the economy, consumer behaviour and geopolitics, among others, may be influenced by climate change, having an indirect impact on the energy sector.

Climate change adaptation measures will vary depending on place and context, and integrating them into existing sector and local policies will make them more effective.

The study was funded by IHOBE, under the Klimatek I+B+G 2017-2018 programme of R&D, innovation and demonstration projects in the field of climate change adaptation.

The paper “Climate Resilience of the Energy Sector in the Autonomous Community of the Basque Country”, published recently by IHOBE, is the result of a project headed by TECNALIA, also involving ORKESTRA, with support from the Basque Energy Agency (EVE).
