TECNALIA promotes ethical generative AI tailored to the Basque audiovisual sector
TECNALIA has been working with various actors in the Basque ecosystem to draw up a roadmap to allow the Basque audiovisual sector to adopt generative artificial intelligence technologies as part of the Euskadi Creativa initiative, promoted by the Basque Government’s Department of Culture and Language Policy.
The work takes the form of three specialist reports which deal with the main challenges associated with these technologies from an ethical, legal and technological perspective . The aim is to help ensure that AI is integrated into creative and audiovisual production processes in a responsible, safe manner, in line with the cultural and linguistic reality of the Basque Country.
People-centred artificial intelligence
Generative artificial intelligence is opening up new possibilities for creating audiovisual content, from generating images and videos to automating specific production tasks.
Given this new scenario, the report, which was prepared in collaboration with FEMIAS, analyses the ethical implications of these technologies and sets out recommendations to ensure that AI is used responsibly.
It covers issues such as transparency, diversity, preserving and protecting minority languages such as Basque, safeguarding the rights of creators, preventing bias and maintaining trust in content created using artificial intelligence.

Legal certainty to drive innovation
The introduction of generative AI also poses new regulatory challenges for companies and professionals in the sector.
We have produced a report in collaboration with AUDENS which analyses the regulatory framework that applies to these technologies with the aim of providing legal certainty. It looks at issues relating to intellectual property, image rights, data protection and the obligations arising from European regulations on artificial intelligence.
This vision identifies the safeguards required to drive technological innovation without compromising legal compliance.

Technological infrastructure for the audiovisual sector of the future
The third report, which was prepared in collaboration with ORAI, provides a technical overview of the resources needed to produce an audiovisual work using generative artificial intelligence technologies.
It examines the infrastructure, tools and technological capabilities that must be in place to develop these types of production, paying particular attention to adapting AI solutions to Basque culture and language.
The aim is to help ensure that future applications of these technologies can respond appropriately to the needs of the Basque Country’s audiovisual sector and faithfully reflect its cultural identity.
Support for innovation in the cultural and creative industries
This work is part of the commitment to innovation in the Basque Country’s cultural and creative industries, which has been identified as a strategic area within the RIS3 smart specialisation strategy.
The three reports are a reference tool for companies, professionals and institutions interested in harnessing the potential of generative artificial intelligence, thereby helping to develop a more innovative, competitive audiovisual ecosystem that is well-equipped to tackle the technological challenges that lie ahead.
