The Spanish Association for Standardisation (UNE) has announced the publication of the new Standard UNE 41610:2026
This new standard, announced by the Spanish Association for Standardisation, is a decisive step forward for the transformation of the industrialised construction sector in Spain: it establishes a common language and an objective method to measure the industrialisation index of buildings, whilst also reinforcing the roll-out of the PERTE (Strategic Projects for Economic Recovery and Transformation) for Industrialised Construction.
TECNALIA has been involved in the development of the new standard
In this regulatory development, TECNALIA has been one of more than 60 entities that make up the CTN‑UNE 41/SC14 Technical Committee on Industrialised Construction. This committee, chaired by Laura Agenjo, technical adviser to the Ministry of Housing and Urban Agenda, brings together the entire value chain in a balanced way: universities, technology centres, industrial companies, construction firms, developers, sectoral associations, laboratories, certification bodies and public authorities.
TECNALIA has been involved in ensuring that the standard meets the sector’s actual needs and lays a solid foundation for its future development.
A standardised classification of industrialised components
- UNE 41610:2026 introduces a detailed classification of industrialised components according to their function within the building: structure, building envelope, interior partitions, installations and finishes according to their predominant geometry (1D, 2D or 3D).
- This technical framework enables the construction catalogue to be organised and different solutions to be compared, regardless of the technology or construction system used.
The Industrialisation Index (IdI), the standard’s main new feature
- The most innovative part of the standard is the Industrialisation Index (IdI), a standardised methodology that objectively, comparably and reproducibly assesses the level of industrialisation of any project.
- This index serves as a strategic tool for developers, designers and public authorities, as it provides a rigorous measure of the impact of industrialisation in terms of efficiency, quality and sustainability.

With the publication of UNE 41610:2026, Spain is at the forefront of European standardisation in the field of industrialised construction.
