TECNALIA advises the Navarre Sustainability and Territorial Agency (NASUVINSA) on how to adapt to the impacts of a changing climate. One of the sectors most affected by weather conditions is the construction industry, which is regulated by the Technical Building Code (CTE).

Our team's work has been aimed at redefining the climate zones in Navarre, by means of an in-depth climatic analysis of the province and planning future scenarios.

Document DB-HE in this code focuses on energy savings and, therefore, on reducing emissions. It establishes different construction criteria depending on the climate zone in which building takes place. Weather conditions have a significant impact on the energy performance of buildings and, therefore, on their energy consumption. Their efficiency requires criteria and related policies to be adapted to take a changing climate into account.

Classification of climate zones

The “territorial observations” page shows the classification of the climate zones for the different municipalities in Navarre according to the CTE, and proposed changes based on the climate analysis carried out.

NASUVINSA provides information on specific territorial phenomena as “territorial observations”, where cartography plays an important role, relevant to the Autonomous Community of Navarre's different policies.
